World Bank Nutrition Vacancies

s part of a new effort at scaling-up the Bank's investments in nutrition, the World Bank is conducting a batch-recruitment for six new nutrition positions. All positions are based in Washington. Five of these positions will work within the regional teams in Africa, South Asia and Latin America, and a sixth will be based within the central unit of the Bank. This team will be responsible for an exciting Bank-wide agenda to scale-up nutrition investments, link with the efforts at Health Systems Strengthening, Social safety nets, and agriculture; Develop innovative service delivery mechanisms; Explore new options for partnering with the private sector and the IFC; and contribute to a strengthened architecture for nutrition. Job Description: Senior Nutrition Specialist (GG)

Background / General description: The Bank's HNP Hub Unit is responsible for providing technical leadership as well as operational support to implement the Bank's new Strategy for HNP Results. By renewing the Bank's focus on results, the new HNP strategy seeks to strengthen the delivery, financing and monitoring systems in Bank programs and in partner countries, and tighten the link between financing and achieving results on the ground. It calls for the Bank to concentrate on its comparative advantages in health systems strengthening and in building a synergy between efforts in health systems strengthening and priority programs, such as nutrition.
The Bank has highlighted nutrition as a key issue under the "Strategic Directions for the World Bank", bringing the Bank's expertise in key sectors, relationships with a broad range of stakeholders and partners, and linking these to improvement in the quality of investment products, policy and budgetary guidance. The Bank has the necessary multi-sectoral platform and involvement in virtually all relevant sectors to assist countries. With support from the Bank's Regional Reprioritization Fund and new trust funds, HDNHE is supporting a Bank-wide effort to scale-up the work program on nutrition. This program will enable more countries to respond to the current crises, and to build programs for the medium term in preparation for the next crisis. This effort aims to build the Bank's investments in nutrition, and to help establish the Bank as one of the global leaders in nutrition, bringing to bear its ability to act multi-sectorally, its convening power to contribute to rebuilding the international (and national) aid architecture for nutrition, and its track record in assisting clients to build robust governance systems and program delivery capacities in countries through south-south and north-south collaboration and technical assistance.


Duties and Accountabilities:
  • Play a key role in the scale-up of Bank-supported nutrition investments (projects, PRSCs, development policy lending, etc); advise regional colleagues and country clients on technical nutrition issues, recruit and supervise the work of consultants and technical specialists to ensure consistency and conformity to Bank standards and the Health, Nutrition Population strategy.
  • Lead missions and supervise projects as needed; interact with clients at the policy level, organize and manage policy development and evaluation papers in collaboration with partner agencies and donors. Contribute to and lead the development of proposals, as needed.
  • Provide direct operational support to country clients through missions and other contributions in the overall design, preparation, supervision enhancement, and evaluation of investments made by the Bank in the area of nutrition; support the regions in interfacing with clients and agencies in resolving complex implementation issues.
  • Contribute to 'think pieces', case-studies, evaluation studies, innovations and 'best practice' papers on scaling-up nutrition in high malnutrition-burden countries; handle complex technical, institutional and program implementation issues and disseminate these widely with governments, Bank staff and international partners.
  • Contribute to capacity-development and knowledge management in nutrition within the Bank, in partnership with the World Bank Institute, where appropriate.
  • Develop stronger partnerships in the region with the private-sector divisions of the Bank, including the IFC, to further the nutrition agenda.
  • Work independently under the general direction of unit manager, and guide and mentor younger staff.

Selection Criteria:
The successful candidate will have the following qualifications, experience, skills and personal attributes:
  • An advanced degree in Nutrition, Public Health, Health Policy or related subject.
  • At least 8 years of relevant experience at senior levels in the health and nutrition field. Demonstrated superior track record and in-depth knowledge and experience in operational tasks in the nutrition sector, and an ability to apply knowledge to practice, draw policy conclusions, and liaise with clients on a wide range of issues including technical nutrition policy, institutional assessments, fiduciary and procurement-related dialogue.
  • Preference will be given to staff with demonstrated technical knowledge and project management experience in high malnutrition-burden countries, and a strong vision and motivation to contribute to the reduction of malnutrition in these countries.
  • Proven track record of working with multiple partners in the nutrition arena, especially at country level; Additional experience in working with relevant sectors such as agriculture, gender, and poverty reduction would be a distinct advantage.
  • Ability to think "out of the box" and to help clients and partners develop flexible and creative approaches to employ Bank instruments to support nutrition outcomes.
  • Strong interpersonal and client-relations skills in working within teams both as a team member and as a team leader and capacity to interact effectively with a range of stakeholders within and outside the Bank.
  • A proven interest and track record in transferring knowledge and mentoring junior staff, ability to listen and to influence, without taking over.
  • Proven analytical skills, writing ability, and written and oral communications skills in English. Language skills in French or Spanish would be an advantage.
